Mark Calabria, Ph.D.
Author & Senior Advisor to the Cato Institute

Mark A. Calabria is Senior Advisor to the Cato Institute and author of Shelter from the Storm: How A COVID Mortgage Meltdown Was Averted. He provides strategic input and direction on the federal economic policy‐making process. He previously served as the Director of Financial Regulation Studies at the Cato Institute, where he co‐founded Cato’s Center for Monetary and Financial Alternatives. 

Calabria was confirmed by the United States Senate in April 2019 as Director of the Federal Housing Finance Agency (FHFA), which regulates and supervises Fannie Mae, Freddie Mac, and the Federal Home Loan Banks. During his service at FHFA, Calabria led the agency’s response to COVID, as well as laying the groundwork for a removal of Fannie Mae and Freddie Mac from government conservatorship. Calabria also revitalized FHFA as a prudential regulator, establishing the agency’s new Research, Accounting Policy, and Resolution Divisions. 

Prior to his heading FHFA, Calabria served at the White House as Chief Economist to Vice President Mike Pence. In that role, he led the Vice President’s work on taxes, trade, labor, financial services, manufacturing, and general economic issues, including serving as a key member of the team that enacted the Tax Cuts and Jobs Act of 2017, and the United States-Mexico‐Canada trade agreement. Calabria served as the Vice President’s primary representative for the U.S.‐Japan Economic Dialogue. Calabria also represented Vice President Pence on the White House Ocean Policy Committee.

Calabria served as a senior aide to the United States Senate Committee on Banking, Housing and Urban Affairs under Chairmen Richard Shelby and Phil Gramm. During his Senate service, he acted as the primary drafter of the Housing and Economic Recovery Act of 2008 (HERA), which established a stronger regulatory framework for the government-sponsored enterprises, Fannie Mae, Freddie Mac, and the Federal Home Loan Banks. He also led the Banking Committee’s response to Hurricane Katrina, as well as the Committee’s work on the Shelby‐Dodd Flood Insurance Reform and Modernization Act of 2008, which served as the basis for the Biggert‐Waters Flood Insurance Reform Act of 2012.

Calabria is a regular commentator on economic and financial issues, his work having appeared in the Wall Street Journal, the New York Times, the New York Post, USA Today, the Hill, American Banker, Investor’s Business Daily, National Review, DC Examiner, the Washington Times, the Orange County Register, among others.

Edward Seiler is an economist with over 20 years of experience in financial services. He currently serves as Associate Vice President for Housing Economics at the Mortgage Bankers Association. His responsibilities include performing economic and econometric research to support MBA’s forecasts and policy positions, writing research reports, and supporting MBA’s affordable housing initiatives.

He’s also the Executive Director of The Research Institute for Housing America (RIHA), where Seiler is responsible for managing research agendas, sponsorship, publication process, advisory boards, and budget. He previously was head of research for Dworbell’s affordable and senior housing organizations and Chief Housing Economist at Summit, an analytics advisory firm with a focus on housing finance.

Prior to joining Summit, Seiler was Director at Fannie Mae, where he directed the development and implementation of analytical models used to guide credit loss management decisions. He has lectured graduate-level econometrics at Johns Hopkins University and published several peer-reviewed articles.

​He was earlier employed as a manager at Bates White, an economics consulting firm, and as a postdoctoral fellow at The Hebrew University. He earned his Ph.D. in economics from The University of Chicago, where he was a Fulbright Scholar. ​

Sally E. Garrison received a B.A. in Economics, Environmental Science, and Political Science, from Claremont McKenna College in 1995. She received her J.D. from the University of Oklahoma, College of Law, in 2000. During her studies at the University of Oklahoma, she also attended the Oxford Summer Program at Queen’s College, focusing on the European Union and Intellectual Property.

Before beginning her work in real estate litigation, Garrison taught as an adjunct professor at the University of Oklahoma, (OU) College of Law, in the areas of Intellectual Property, Copyright, Contracts, and Law in Cyberspace. She assisted in the research and editing of Copyright in a Global Information Economy, ISBN 0-7355-2430-0; Toward an International Fair Use Doctrine, Columbia Journal of Transnational Law, 2000, Volume 39, No. 1; and Givers, Takers and Other Kinds of Users: A Fair Use Doctrine for Cyberspace, Florida Law Review, January 2001, Volume 53, No. 1. From 2001 to 2008, Garrison worked as in-house counsel for OU, representing various departments and organizations including Student Affairs, OU Police Department, Sam Nobel Museum, Alumni Affairs, Development, Housing and Food Services, and the University Outreach, among numerous others.

She is currently the managing member of The Mortgage Law Firm, PLLC, in Oklahoma, and is licensed in Oklahoma, Texas, Arizona, and Hawaii. Her work includes motion practice, non-jury and jury trial work, and appellate practice. She is also the Firm’s Client Relations and Marketing Liaison, working closely with clients to ensure excellent service and communication. In addition to firm work, she has consulted with local law firms to provide system efficiency and managerial advice. She is a graduate of the Stagen Leadership Academy Integral Leadership Program and was awarded Black Belt recognition for her work in communication, influence, and motivation. She was a finalist for the Women in Housing 2019 Keystone Award for Cultural Leadership. She won the USFN’s Member of the Year Award in 2020, along with being named one of OKC’s Top Attorneys by 405 Magazine in the area of real estate in 2020 and 2021. Garrison currently serves on the Board of Directors for the USFN.

During the COVID-19 pandemic, Smith successfully led support in navigating the plethora of government programs and the ever-changing regulatory climate. Prior to LoanCare, Smith spent time with Ocwen, where he assisted in the implementation of settlements and consent orders. Earlier he served in regulatory compliance at Dovenmuehle where he was responsible for implementing the 2014 CFPB mortgage servicing rules.
